An oral hearing into one of the most controversial retail development proposals on Cork’s northside in recent years takes place later this month.
An Bórd Pleanála will host the oral hearing regarding Cork County Council’s decision to grant planning permission to Ballyvolane Development Company Ltd for eight units in two blocks, containing a restaurant, a community building and six retail service units at the rear of the famed Fox and Hounds site in Ballyvolane. Tesco would be the anchor tenant if the planning application ever comes to fruition.

However, as Ballyvolane is split between the boundary of Cork County Council and Cork City Council, it meant the developer had to apply to the city council for permission to construct a new entrance to the site. The developer withdrew the city council application in April.
The proposal split the community with residents in local estates such as Brookvale and Lios Rua vehemently opposed, saying the area was not suitable. They urged the developer to consider a “more appropriate” location for sustainable retail development in the area.
Supporters of the development say that investment in the community was hugely desired because of the local employment it would bring in both construction and permanent jobs, as well as healthy competition for a side of the city that is under-resourced when it comes to retail.
There are a number of parties scheduled to be represented at the oral hearing, including the developer, Brookvale Residents’ Association, nearby Dunnes Stores and An Taisce.
The oral hearing begins on September 15 in the Imperial Hotel. It is expected to be finalised by October 9.
